How To Section; Somewhat Polluted

Is there any way to clean it up so that the only threads that are in there are "this is how you do xyz" threads instead of threads that are a hybrid of GBT/Projects/Mods?

Or, make it so that you can't post a new thread in there without it being approved first or somesuch?

So search -> howto section only -> HOW MUCH IS INSURANCES LOL
