What may be causing this .... it looks at first like a burst water main but if you keep watching it dies down then starts up again ?? .... might be over flow surges or something - pretty cool vid though

Given the blue lightning flashes I'd guess it's actually a trunk stormwater line. When I was living in Launceston there would be the occassional manhole lid blow off in a downpour if there was a high tide in the river and the water couldn't get out.
