With a seal driver. Another trick is to heat the lower fork leg (I assume your doing it on the GPX) where the seal goes in with heat gun not too hot just warm and push it in. Some people use PCV pipe as a driver I just use the old seal and push it home with my fingers or tap with a pin punch on the old seal NEVER on the new one.
On the CBR I used the old seal upside down on top of the new seal, then tap and rotate, tap and rotate until the old seal is nearly flush (it will come out easy as the seal is upside down and the taper is the other way around).
