How do you find out if a 2nd hard vehicle is a repairable write off?

cousin is looking at buying a second hand car with hail damage.

how do I find out if it is a repairable write off from the insurance company? REVS?

I believe the Dept of Transport (Transport WA) has a Written of Off Vehicle Register (WOVR), but the DoT website seems down ATM
