Po Po Leaderville North exit

Over the last month on at least 6 occassions, the Po Po have had at least two bikes and a patrol car sitting 500m north of the Leaderville exit heading north at afternoon peak traffic

Whats going on? Are there good do-nuts at Scarb's exit?
